Well the obvious would be that he is talking about our poluted beaches. But I think it goes a little beyond that. I think in another verse he is mentioning how, in the future, the only true beach that he has is his bath tub. And in the first verse, I think he is giving a futuristic look at how our beaches will be. For example, someone might buy up all the beach land, and then rent out plots to people. Hince "unlock my section of the sand It's fenced off to the water's edge." It sounds like he's basically talking about how all the little things in life that we, like us that live in CA, take for granted. And he's basically saying how it can be taken away. That's my interpritation or what it's always meant to me. Great song though!!!
